TUGUEGARAO CITY — In support of the new face of modern farming in Region 2 (Cagayan Valley), the Department of Agriculture Regional Field Office 2 (DA-RFO2) granted more than P22 million worth of intervention to the agriculture sector under its National Urban and Peri-Urban Agriculture Program (Nupap).

According to the DA-RFO2 headed by Regional Executive Director Mary Rose Aquino, the goal of Nupap is to show farmers and youth the possibility of earning more than what they used to make.
“It also aims to expand their knowledge and skills to have alternative livelihoods such as raising goats, sheep, chickens, growing mushrooms, and other potential livelihoods,” DA-RFO2 added.
This project was made possible due to the initiative and efforts of DA Secretary Francisco Tiu Laurel Jr., “to have a continuous growth of the agricultural sector, to have enough income for farmers and fishermen and to raise their living even in urban and peri-urban areas.”
Cherry Marie Natividad-Caballero, DA Undersecretary gave assurances that Nupap programs and projects will be immediately implemented to have “smart greenhouse facilities in the five provinces of the Cagayan Valley suitable for farmers and youths that will help to ensure quality, safe and sufficient food for every citizen.”

These interventions were given to six local governments, 11 farmers cooperatives and associations (FCAs), two State Universities and Colleges, a farm tourism site and a private hospital in the region.
These interventions include the construction of a greenhouse, mushroom house, poultry house, packaging house, and edible gardens, as well as the distribution of hauling trucks, vegetable seeds and various agricultural equipment.
Meanwhile, Aquino emphasized that Nupap is a symbol of modern farming that is more efficient and fits the challenges of the times.
“This project is a new face of farming and one of the department’s strategies so that we can encourage more young people to take an interest in agriculture and give farmers enough knowledge on how to grow their farm and have a continuous income, whether the farmed land is small or large,” she said.
“This project is a testament to the continuous development and comprehensive farming, the result of the government’s support and intervention to meet the needs of farmers towards the growth of their production,” said Nupap Assistant Director Herminigilda Gabertan, citing Nupap Director Gerald Glenn Panganiban.
According to the DA-RFO2, the beneficiaries personally signed the agreement in support of the implementation of projects that will help their farming on June 25, 2025 at the DA-Isabela Experiment Station at Barangay Upi, Gamu town in Isabela.
The beneficiaries of the project are Pamplona and Peñablanca in Cagayan; Quezon and Mallig in Isabela; Nagtipunan in Quirino; and Ivana in Batanes.
Two state universities, the Cagayan State University Piat and Lallo campuses, a farm tourism site, the La Montagne Integrated Agri-Farm OPC, and a private hospital, the Saint Matthias Medical Center of Isabela, Inc., are all partners in the dissemination of technology and modernization in agriculture in the Cagayan Valley region.
Aquino said they expect that the interventions granted under Nupap will help “achieve food security for cities and their surrounding areas and help reduce logistics costs besides providing additional livelihoods and nutritious food to every Filipino citizen.”
