TABUK CITY, Kalinga — A newborn baby girl, with her placenta still attached, was found abandoned inside a cardboard box near a gasoline station in Lower Ipil here on Wednesday morning, Sept. 17.

According to the Tabuk City Police Station, the infant was discovered by van driver Lui Domingo and his passenger, Carol Taguibao, at around 5:45 a.m.

The two immediately reported the incident to the Tabuk Refuge for Abused Women Organization, and the baby was brought to a medical facility for urgent care.

The infant was named Precious Eve Domingo and is currently under medical observation and in the custody of local authorities and the City Social Welfare and Development Office (CSWDO).

CSWDO officer Estefania Baglinit said the agency is coordinating with health and child protection services to ensure the baby’s welfare and determine appropriate guardianship.

Ms. Conchita Busaiya, head of the Child Protective Division, said that if no guardian is identified upon the child’s discharge, she will be referred to the Reception and Study Center for Children (RSCC) in Baguio City.

Busaiya also stated that two other abandoned infants from Tabuk City were referred to the RSCC earlier this year.

According to the CSWDO, this is the third case of child abandonment recorded in Tabuk City in 2025.
