San Pedro City — Muntinlupa Mayor Ruffy Biazon conducted an onsite inspection of several major infrastructure projects across the city underscoring the local government's commitment to inclusive development, public safety, and efficient service delivery—not only for Muntinlupa residents, but also for neighboring communities in Laguna province.
The highlight of the inspection was the state-of-the-art special education (SPED) center designed to serve students with special needs.
Equipped with specialized classrooms, therapy rooms and accessible amenities, the SPED center stands as a model of inclusive education.
Beyond benefiting Muntinlupa learners, the facility is expected to cater to students from adjacent cities and municipalities in Laguna that may lack access to similar services.

"This SPED center is more than just a building. It's a statement of inclusion," said Biazon.
"We want every learner to feel supported and valued, including those from nearby areas like Laguna who may also benefit from the center's services."
Biazon also led the inspection of other projects like the expansion of active and public transport infrastructure and the upcoming Road Safety Park that promotes safer and greener urban mobility, supporting daily commuters from southern Metro Manila and northern Laguna.
The mayor also visited the social services department warehouse and storage facility which will improve the delivery of essential welfare goods in the city and the bordering areas during emergencies.
Biazon also supported the construction of the City Health Office Storage Facility to ensure efficient distribution of vital medicines and health equipment and the slope protection project along the Alabang-Bayanan River which is critical in mitigating flooding risks that could affect Muntinlupa and nearby towns in Laguna.
Biazon said these projects support the city's 7K Agenda, particularly the Kalusugan, Karunungan and Kaayusan (health, education and orderliness) aspect and reflect the city's proactive approach to regional development. "These initiatives are investments not just in the future of Muntinlupa, but in the well-being of our neighbors as well," the mayor said. "As a gateway city to the south, we recognize our role in helping build a more inclusive, resilient, and forward-thinking region."
