MANILA, Philippines — The Independent Commission for Infrastructure (ICI) turned over documents related to its investigation into alleged anomalous flood control projects to the Department of Justice (DOJ) on Monday, March 23.
Present during the turnover were Justice Secretary Fredderick Vida, ICI Chairperson Andres Reyes Jr., Prosecutor General Richard Fadullon, and National Bureau of Investigation Director Melvin Matibag.
In an interview with reporters, DOJ Spokesperson Polo Martinez said the Justice Department will review all the documents handed over.
According to Martinez, the DOJ will turn over the records to law enforcement agencies once it has confirmed that the evidence is sufficient to proceed.
“If, after assessing and carefully evaluating the documents, we find there is enough to proceed, we will refer them to the proper law enforcement agency to conduct its own investigation, and then eventually file cases with the appropriate forum or institutions,” Martinez said in an interview with reporters.
On March 14, Reyes said it will wrap up its operations on March 31 and will turn over all relevant documents concerning the alleged anomalous flood control projects to the DOJ and the Office of the Ombudsman.
Reyes added that it has already fulfilled its mandate.
The ICI also turned over documents to the Ombudsman on March 12.
One of the flood control cases filed before the Sandiganbayan was recommended by the ICI to the Office of the Ombudsman, involving the P289 million Oriental Mindoro flood control project.
The Ombudsman subsequently filed the complaint with the Sandiganbayan, which then ordered the arrest of the co-accused of former lawmaker Zaldy Co.
