Remulla: Ex-DPWH chief Bonoan to be used as state witness

MANILA, Philippines — Former Public Works Secretary Manuel Bonoan will turn state witness as the government pursues cases against several individuals linked to the flood control scandal. “We already have a signed agreement for the cooperation of former Secretary Manuel Bonoan to be a state witness,” Ombudsman Jesus Crispin Remulla said at a press briefing
