MANILA, Philippines — Akbayan partylist and several civic organizations asked the Office of the Ombudsman on Thursday, November 6, to disclose the Statement of Assets, Liabilities, and Net Worth (SALN) of several government officials.

The groups asked the Ombudsman to release the SALNs of President Ferdinand Marcos Jr., Vice President Sara Duterte and officials from the Commission on Elections (Comelec), the Commission on Audit (COA) and Civil Service Commission (CSC).

The groups also asked for the release of the SALN of former Ombudsman Samuel Martires.

“This request is in accordance with the newly adopted Memorandum Circular No. 3, series 2025, which allows the public to obtain copies of SALNs stored in your office without the declarant's authorization,” the group’s letter read.

“We believe this memorandum is merely a step towards fulfilling the public's demand for transparency and accountability,” they added.

The following officials of the Constitutional commissions are included in the request of the groups to the Ombudsman:

  • COA Commissioner Mario Gonzales Lipana
  • COA Commissioner Douglas Michael Mallillin
  • Comelec Chairperson George Erwin Garcia
  • Comelec Commissioner Aimee Ferolino
  • Comelec Commissioner Rey Bulay
  • Comelec Commissioner Ernesto Ferdinand Maceda, Jr.
  • Comelec Commissioner Nelson Celis
  • Comelec Commissioner Maria Norina Tangaro-Casingal
  • Comelec Commissioner Noli Pipo
  • CSC Chairperson Marilyn Yap
  • CSC Commissioner Ryan Alvin Acosta
  • CSC Commissioner Luis Meinrado Pañgulayan

When asked for a comment, Comelec Chairman George Garcia said that their SALNs are “available anytime.”

“Meron po kami FOI (Freedom of Information) manual and included po ang SALN dun,” Garcia said in a message to Philstar.com.

(We have an FOI manual, and the SALN is included there).

The group filed the request weeks after the Ombudsman issued an order removing the restriction of public access to SALNs.
