MANILA, Philippines — Several areas have been placed under Signal No. 3 on Saturday afternoon, November 8, as Typhoon Uwan (international name: Fung-Wong) has continued to rapidly intensify over the Philippine Sea and is moving closer to the eastern parts of Luzon and Visayas.

In its 5 p.m. weather bulletin, state weather bureau PAGASA said the center of the typhoon was spotted 575 kilometers east of Catarman, Northern Samar, or 620 kilometers east of Virac, Catanduanes. 

The typhoon is packing maximum sustained winds of 150 kilometers per hour, with gusts reaching 185 kph and a central pressure of 955 hPa. 

Uwan is moving west-northwest at 30 kph, with typhoon-force winds extending up to 800 kilometers from the center.

Luzon

  • Catanduanes
  • eastern portion of Camarines Sur (Siruma, Tinambac, Goa, Lagonoy, Caramoan, Tigaon, Garchitorena, Sagñay, San Jose, Presentacion)
  • eastern portion of Albay (Tiwi, Santo Domingo, Malinao, Rapu-Rapu, City of Tabaco, Bacacay, Malilipot)
  • northeastern portion of Sorsogon (Prieto Diaz)

Visayas

Winds of 89 to 117 kph are expected within 18 hours in these areas, posing moderate to significant threats to life and property.

Areas under Signal No. 1 could experience minimal to minor impacts from winds of 39 to 61 kph within 36 hours.

Heavy rainfall, severe winds

PAGASA said that heavy rains are expected in affected areas, with risks of flooding and landslides in low-lying and mountainous regions. 

The highest wind signal during Uwan’s passage may reach Wind Signal No. 5.

Even outside wind signal areas, strong to gale-force gusts are expected in the following areas: 

  • Saturday and Sunday, November 8 to 9: Palawan, Visayas and Mindanao
  • Monday, November 10: Most of Luzon and Visayas

Storm surge, sea conditions

According to PAGASA, Uwan is not only bringing strong winds and heavy rains but is also raising the risk of life-threatening storm surges and dangerous sea conditions across the country.

Peak storm surges over 3 meters are possible in low-lying areas of Luzon, Visayas, and Mindanao, including Metro Manila, Bataan, Cavite, Batangas, Quezon, Camarines, Albay, Sorsogon, Northern and Eastern Samar, Dinagat Islands, Siargao and Batanes. 

Meanwhile, a gale warning remains in effect over the northern, eastern and southern seaboards of Luzon, eastern and central Visayas and eastern Mindanao.

The state weather bureau reported very rough to high seas over several coastal waters:

  • Up to 14 meters: Northern and eastern seaboards of Catanduanes and Camarines Sur; northern Camarines Norte
  • Up to 12 meters: Isabela, Aurora, Cagayan, Albay, Sorsogon, Northern Samar, Polillo Islands
  • Up to 9 meters: Northern mainland Quezon, northern Eastern Samar
  • Up to 7 meters: Eastern Eastern Samar, remaining seaboards of Cagayan
  • Up to 6 meters: Zambales, eastern Quezon, Camarines Norte and Sur, Catanduanes, Albay, Sorsogon, Northern Samar
  • Up to 5 meters: Dinagat Islands, Siargao, Bucas Grande Islands
  • Up to 4.5 meters: Marinduque, Romblon, Masbate, Capiz, northern Iloilo, Samar, Biliran, Southern Leyte, Surigao del Sur, northern and eastern Leyte, northern Cebu, western Bataan, remaining seaboards of Quezon and Eastern Samar

Sea travel is considered extremely risky and mariners of all types of vessels are urged to remain in port or seek safe shelter immediately, PAGASA warned.

Track, intensity

PAGASA said that Uwan is expected to rapidly intensify and may become a super typhoon on Saturday evening or early Sunday, November 9.

Uwan will move west-northwest on Saturday and Sunday, then turn northwest on Monday, November 10.  

The eye may pass near Catanduanes Sunday morning and could make landfall over southern Isabela or northern Aurora Sunday evening or early Monday. A slight southward shift could bring a direct hit to Catanduanes.

After landfall, Uwan will cross the mountains of Northern Luzon, emerging over Lingayen Gulf or coastal Pangasinan or La Union on Monday. Uwan is expected to remain a typhoon despite weakening.
