MANILA, Philippines — Department of Public Works and Highways (DPWH) Undersecretary Catalina Cabral, who allegedly approached now Senate President Tito Sotto for budget insertions, has resigned from her post, according to agency Secretary Vince Dizon on Thursday, September 18.

During the Senate Blue Ribbon Committee hearing on the flood control anomalies, Dizon informed the senators that Cabral had handed in her resignation.

“I officially accepted the courtesy resignation of Undersecretary Cabral two nights ago,” Dizon said.

Dizon said that Cabral had asked if she could skip the hearing, but he told her she could still attend as a private individual.

However, Sotto agreed with Dizon, saying that she should still attend.

“I don't think her resignation will shield her from her responsibility. There are personal questions that we need to ask her. More particularly, Mr. Chair, your own exposé, I still recall in your last privileged speech, her text message to Senator Soto is very damning,” Sen. Rodante Marcoleta said.

Marcoleta moved to subpoena Cabral, which was seconded.

Cabral initially attended the first few Senate hearings on the flood control anomalies.

The flood control mess has implicated several government officials and lawmakers in kickback schemes and ghost flood control projects, where billions of pesos are suspected of being plundered.
