MANILA, Philippines — The Department of Education National Capital Region (NCR) has issued guidelines to ensure the safety of schools in Metro Manila amid cases of bullying.

DepEd NCR regional director Jocelyn Andaya issued Regional Memorandum No. 4 to proactively address emerging concerns, including, but not limited to, bullying, peer-related violence and mental health issues that affect our learners.

Andaya directed all school division offices to strengthen the capacity of child protection committees to ensure operational effectiveness.

She also directed officials to conduct comprehensive orientation of teaching and non-teaching personnel on the content and scope of the issued guidelines.

She cited the need for schools to ensure the integration of learner rights and protection awareness into relevant subject areas and co-curricular and extracurricular activities.

“Private schools are encouraged to adopt and implement these guidelines,” she added.

The Philippines was tagged as the “bullying capital of the world” due to high prevalence of reported cases.

Based on the 2018 Program for International Student Assessment, 65 percent of Grade 10 students in the Philippines “experienced bullying a few times a month, the highest among all participating countries.”
