Comelec finishes printing voter’s information sheets for 2025 elections

PRINTING. The Comelec prints voter's information sheets for the 2025 midterm elections.

Every registered voter is slated to receive their voter's information sheet, which contains their precinct number, a step-by-step process on how to vote, and the full list of local and national candidates they can vote for

MANILA, Philippines – The Commission on Elections (Comelec) on Friday, March 28, finished printing the more than 68 million voter’s information sheets (VIS) for the 2025 elections.

The VIS kodigo, or printed guide on where and how to vote, will be distributed to each and every voter registered for the midterm elections. The sheet contains the voters’ names, precinct numbers, step-by-step instructions on how to vote, and the full list of candidates, national and local, that voters have the option to vote for.

The completion of VIS printing coincides with the first day of the official campaign period for local races.

Comelec-authorized workers are assigned to distribute the VIS to voters’ residences. Local Comelec offices are mandated to ensure that every barangay has hired workers for distribution, and provide them IDs that voters can inspect to verify their legitimacy.

Ang aking pakiusap….sa halip na kukuha kayo ng sample balots mula po sa mga namimigay, maganda po ito na lang ang gamitin at dalahin natin sa ating paaralan sa ating presinto,” said Comelec Chairman George Garcia.

(My appeal is that instead of taking sample ballots from those who distribute them — though these are prohibited anyway on the day of the election because of the campaign ban — it is better to use these and bring them to our precincts.)

The distribution of “sample ballots” by political camps and their actors is a common practice. These sample ballots show their candidates and their numbers with shaded ovals so that voters can easily refer to them when they fill out their ballots.

These sample ballots are not prohibited per se, but these are not allowed to be distributed on election day because of a campaigning ban.

The VIS, meanwhile, cannot be confiscated nor questioned, Garcia said.

While the printing of the sheets was completed on Friday, the Comelec has already begun distributing these in several regions in Mindanao. Garcia said that some politicians have been spreading disinformation to not sign documents to accept these, claiming that they will be used for a People’s Initiative or a supposed petition for the impeachment of Vice President Sara Duterte.

Walang katotohanan ‘yan. Tanggapin ‘nyo ‘yan sapagkat ‘yan ay voter’s information sheet. Para po sa inyo talaga ‘yan (There is no truth to that. Accept them because those are voter’s information sheets. Those are really just for you),” he said.

Those who may not immediately be able to receive their VIS in their registered addresses can still access information about their polling place in the Comelec’s online precinct finder which is expected to go online two weeks before the election on May 12. – Rappler.com
