For the next 14 years, the Razon-led non-east zone subsidiary of Manila Water Philippine Ventures is planning to inject nearly ₱20 billion to further improve its water systems in Pampanga.
In a statement on Thursday, Nov. 6, Clark Water announced that it would invest ₱17.3 billion in infrastructure upgrades and system enhancements from 2026 to 2040.
These development plans include developing new water sources to reduce dependence on groundwater, facility upgrades to meet water and wastewater standards, as well as expanding its coverage to reach more locators in the Clark Freeport Zone.
Melvin Tan, chief operating officer of Manila Water non-east zone operations, said that the investment would continue to support the growing community within the area.
“As we celebrate 25 years of service, we reaffirm our commitment to world-class water and wastewater solutions for the Clark Freeport Zone. This milestone is a promise for the future—where sustainability, innovation, and excellence remain at our core,” he said.
Currently, locators have grown from 1,096 in 2021 to 1,213 in 2025, while water service connections have grown to 1,894.
Clark Water was acquired by Manila Water in 2011, investing in about ₱6.6 billion to enhance the water and wastewater systems in the service area.
Because of this, the concessionaire continues to provide 24/7 water delivery, achieving a six percent non-revenue water (NRW) level, and a 20 percent water supply buffer.
According to Manila Water, the non-east zone unit integrated 100 percent of its sewer network that is compliant with the standards of the Department of Environment and Natural Resources (DENR).
Lyn Zamora, Clark Water’s general manager, said that the continued investment in these infrastructures would support the growing population in the Freeport Zone.
“By upgrading our facilities and introducing innovative solutions, we ensure that locators and communities have access to reliable, high-quality, and sustainable services. These improvements not only support economic development but also reinforce our commitment to environmental stewardship and long-term resilience,” she said.
