Clark Water Corp., an operating unit under Manila Water Philippine Ventures, is positioning the Clark Freeport Zone (CFZ) for its next stage of industrial and tourism expansion, announcing a ₱17.3-billion capital expenditure program running through 2040.
In a statement, Manila Water said that the investment plan, unveiled as the utility celebrates its 25th year of service, is focused on water security, service quality, and expansion to meet the accelerating demands of the CFZ, which has seen locators increase to 1,213 by 2025, from 1,096 in 2021.
The new commitment follows an initial decade-long investment phase under Manila Water’s management, which saw approximately ₱6.6-billion poured into infrastructure upgrades since 2011.
These investments have resulted in the company becoming an industry benchmark, consistently delivering 100 percent water and wastewater coverage with continuous service, the company said.
A key operational metric highlighting this efficiency is its industry-leading Non-Revenue Water (NRW) level, which stands at just six percent. This performance level—significantly lower than the national average—reduces water loss and underscores superior asset management.
Clark Water General Manager Lyn Zamora emphasized the necessity of the fresh capital injection. “Continuous investment in water and wastewater infrastructure is critical to sustaining the growth of the Clark Freeport Zone as one of the Philippines’ premier tourism and investment destinations,” Zamora stated, highlighting the link between utility resilience and economic expansion.
Focus on Water Security
The 2026 Service Improvement Plan, which anchors the P17.3-billion outlay, is strategically designed around four pillars. The most critical, Water Security, prioritizes diversifying supply sources to reduce reliance on groundwater, ensuring resilience against future climate and demand shocks.
Manila Water Non-East Zone Operations COO Melvin Tan noted that the investment is a promise for the future. "Sustainability, innovation, and excellence remain at our core. With this investment, we will continue supporting growth while protecting our environment and communities," Tan said.
The utility’s collaboration with its regulator, the Clark Development Corporation (CDC), has been cited as integral to its success. CDC President and CEO Atty. Agnes VST Devanadera underscored the importance of reliable infrastructure for high-value locators like hotels and restaurants.
“We cannot afford to have water that is below standard. These are the challenges to Clark Water, and I am very proud to say that they have kept their commitment,” Devanadera commented.
Beyond core operations, the utility maintains full compliance with environmental standards, operating a centralized wastewater treatment facility that meets DENR regulations, reinforcing its role as a steward of the environment within a crucial Philippine economic zone.
