MANILA, Philippines — Sen. Francis Escudero remains hopeful of reclaiming the Senate presidency in the 20th Congress, while emphasizing that the decision rests with the Senate majority when session resumes.

Only six senators did not sign a resolution of support for Escudero, according to Sen. Jinggoy Estrada, who admitted that he helped Escudero whip up votes for their “supermajority.”

Senators Vicente Sotto III, Panfilo Lacson, Juan Miguel Zubiri, Loren Legarda, Risa Hontiveros and Imee Marcos have yet to express their support for Escudero.

Pressed on whether he secured a supermajority, Escudero replied: “We are hopeful.”

At the opening week of the 20th Congress, Escudero said the upper chamber will focus on standard organizational matters.

“Organization of committees, electing chairmen, vice chairmen and panel members, as well as the first reading of bills that would be referred to committees, thus commencing the legislative process of measures filed,” he explained.

Committee chairmanships remain fluid until a new Senate president is elected, he noted.

Some senators have discussed their preferred committee posts, but no final assignments have been made, Escudero said.
