ANGELES CITY — Low-income families here have handsome chances of realizing their dream houses through the Pambansang Paba-hay Para sa Pilipino Housing (4PH) project.
The construction of the Angeles City Socialized Housing Project, which is worth P2 billion, will start soon in its site in Baran-gay Mining following the groundbreaking ceremony attended by Angeles City Mayor Carmelo Lazatin Jr. on Feb. 27.

Lazatin said a total of 2,450 units will be made available to low-income families in what he described as a once-in-lifetime op-portunity to have decent housing they could call their own.
Each unit of 27 square meters will cost P1.23 million, with additional P400,000 for a parking slot.
The 4PH is made affordable for Angeleños since the national government will subsidize the cost of the housing units.

Applicants who will avail of units through a Pag-IBIG Housing Loan will enjoy an even lower interest rate than what Pag-IBIG Fund currently provides, which is already considered the lowest in the market.
Pampanga 1st District Rep. Carmelo "Jon" Lazatin II, Vice Mayor Vicky Vega-Cabiting, members of the city council, chief adviser IC Calaguas, executive assistant IV Reina Manuel, department heads, and officials of the Department of Human Settlements and Urban Development (DHSUD) were present during the groundbreaking ceremony.
"It is a big deal for our citizens to have their own houses, which are neat, safe, and in the center of the city," said Mayor Lazatin.
The 4PH Program is a comprehensive initiative designed to make homeownership accessible for low-income Angeleños.
Through the collaboration between the city government, DHSUD and other agencies like Pag-IBIG Fund, the program pro-vides subsidized housing units, lower interest rates and convenient payment options.
Under this project, the developer will build 10 buildings with six-stories each. Each building will consist of 245 residential units.
The housing project will also feature 200 slots of car parking, and 680 slots for motorcycle parking.
The housing site not only provides decent and affordable shelter but also improves the living conditions through amenities such as a village clubhouse, village market and transport terminal to address the beneficiaries' immediate needs.
The initiative is part of President Ferdinand Marcos Jr.'s vision to deliver 1 million housing units per year, prioritizing multisto-ry developments to maximize urban space and provide sustainable housing solutions.
The city government will also manage beneficiary listing, social preparation and socioeconomic profiling to ensure an orga-nized and fair distribution process.
Mayor Lazatin expressed his gratitude to President Marcos and DHSUD Secretary Jose Acuzar for making this project possible, emphasizing that it is a once-in-a-lifetime opportunity for Angeleños to access decent and affordable housing.
Since assuming office in 2019, Lazatin has been committed to addressing housing concerns, having awarded 1,962 certificates of lot allocation, and distributed 787 land titles and deeds of donation to urban poor families through the Angeles City Human Settlement and Urban Development Office, headed by City Councilor Arvin Suller.
The Angeles City Human Settlement and Urban Development Office, formerly known as the Local Urban Poor and Housing Affairs Office, was first established during the administration of Mayor Lazatin's father, former 1st District representative Carmelo "Tarzan" Lazatin.
