MANILA, Philippines — State-run Philippine National Oil Co. (PNOC) has extended its partnership with a subsidiary of AbaCore Capital Holdings Inc. through 2028 to advance plans for a wind facility in Batangas.
This follows the signing of an original agreement in September 2025 between PNOC and AbaCore unit Simlong Energy Development Corp. (SEDC) to jointly develop a 142-hectare wind farm.
Under the amended terms, the wind resource assessment to evaluate the site’s potential for power generation has been extended to 18 months, with PNOC continuing to lead the study.
The agreement will remain in effect until Feb. 29, 2028, unless amended or terminated earlier by mutual consent.
“This is an incremental step that aligns our agreement with PNOC on the realities of conducting a comprehensive wind resource study,” AbaCore and SEDC chairman Antonio Victoriano Gregorio III said.
“Developments will follow the technical findings and viability assessments from the PNOC study,” he added.
If the venture proves feasible, SEDC and PNOC will establish a special purpose vehicle to develop and operate the planned wind facility, as well as pursue other viable energy projects identified in the study.
According to AbaCore, Batangas is a strategic location for the wind resource study and the potential construction of the power plant, given the planned port upgrades in the province.
The Philippine Ports Authority has identified the Santa Clara port in Batangas as a priority infrastructure to support offshore wind development.
The port is positioned close to 29 service contracts with a combined potential capacity of 24,300 megawatts, based on latest available data.
Energy Undersecretary Giovanni Carlo Bacordo has said the Batangas port will be modernized through a public-private partnership.
