MANILA, Philippines — Tropical Depression Wilma weakened into a low-pressure area (LPA)as it moved across the Bicol region, bringing rains over large parts of Luzon and the Visayas, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said yesterday.

In its 4 p.m. bulletin, PAGASA said the LPA – formerly Tropical Depression Wilma – was located at 3 p.m. in the vicinity of Balud, Masbate.

Meanwhile, a shear line continues to affect the eastern portions of Central and Southern Luzon, while the northeast monsoon prevails over the rest of Luzon.

Western Visayas and Mimaropa will experience cloudy skies with scattered rains and thunderstorms due to the LPA.

Cloudy skies with scattered rains and isolated thunderstorms are expected over Metro Manila, Calabarzon, the Bicol Region, Quirino, Aurora and Isabela due to shear line, with risks of flash floods and landslides during intense rainfall.

The Cordillera Administrative Region, the rest of Central Luzon and the remaining areas of Cagayan Valley will have cloudy skies with rains from the northeast monsoon.

The Ilocos Region will experience partly cloudy to cloudy skies with light rains and no significant weather impact.

The rest of the Visayas and Mindanao could encounter isolated rain showers or thunderstorms due to localized thunderstorms, with possible flash floods during severe thunderstorms.

In an interview over radio dzBB yesterday, Office of Civil Defense Region 8 (Eastern Visayas) officer-in-charge director Rey Gozon said 9,614 people were preemptively evacuated, while 103,001 more were affected by flooding.

Meanwhile, the Philippine Coast Guard said that as of noon yesterday, 10,126 people – passengers, truck drivers and cargo helpers – were stranded in various ports because of Wilma. — Evelyn Macairan, Pia Lee-Brago
