MANILA, Philippines — A Vietnamese suspected of online fraud has been arrested in Pasay.

Through messaging app Telegram, the 33-year-old suspect arranged the purchase of a cellphone worth P28,300.

Upon meeting a rider on Saturday, the suspect said payment had been made online, and then fled with the device.

The suspect is being held by police as the mobile phone remains missing.

Authorities said the case would be referred to the Pasay prosecutor’s office.
