The warning comes after the April 19 killings in Sitio Sinugmawan, Barangay Salamanca, Toboso, where at least 19 were killed during a military operation

NEGROS OCCIDENTAL, Philippines – The US Embassy in Manila warned Americans to avoid mountainous and rural areas in Negros, Samar, Leyte, and Mindoro for being “areas of heightened concern.”

In its security alert issued on Friday, May 1, the embassy reiterated that the New People’s Army (NPA) is designated as a foreign terrorist organization by the US government, so Americans should be careful in areas where its influence is present.

“Anyone in proximity of NPA elements is at grave risk of arrest, injury, or death,” the embassy said.

This statement comes after the April 19 killings in Sitio Sinugmawan, Barangay Salamanca, Toboso town, where at least 19 people were killed during a military operation. The fatalities included two Americans: Lyle Prijoles and Kai Dana.

Progressive group BAYAN USA earlier condemned the killings, and called it a “massacre” committed by the Philippine government.

“We demand an immediate and independent investigation into the AFP’s April 19th attack, in what can only be called a massacre. We also demand that families, as well as their lawyers and human rights advocates, be given full access to their loved ones’ remains without any threat, interrogation, harm, or intimidation,” BAYAN USA said.

“Lastly, we demand an end to US funding and support for the brutal, fascist Ferdinand Marcos Jr. administration,” it added.

Meanwhile, the US Embassy also warned Americans to avoid engaging with groups suspected to be “engaged in terrorism or armed opposition to the Philippine government.” It also warned Americans to avoid armed individuals not affiliated with the police or military.

“Americans seeking to engage in humanitarian activities should work with groups registered with the Philippines National Volunteer Service Coordinating Agency and obtain the correct visa. Volunteer groups should also coordinate with local governments, which can provide reliable security information and local context,” the embassy added. – Rappler.com
