MANILA, Philippines — If things go as planned, the private operator of the Light Rail Transit Line 1 (LRT-1) may be able to resume construction of the railway’s extension line to Cavite next year.

The Light Rail Transit Authority (LRTA) is close to acquiring all right-of-way (ROW) for the second and third phases of the LRT-1 Cavite Extension Project.

LRTA administrator Hernando Cabrera said the agency has completed the ROW acquisition for the third section leading to Bacoor.

However, the LRTA acquired only less than 70 percent of the ROW for the second segment of the project.

Cabrera said the LRTA is still looking for solutions on how the LRT-1 can traverse its intended alignment, now that another government project stands in the way.

In 2024, the Department of Public Works and Highways completed the P300-million C5-Quirino Flyover in Las Piñas to ease vehicle buildup along major roads.

However, it turned out that the flyover occupied the space for the passageway of the LRT-1.

Still, Cabrera said the LRTA is pulling all stops to acquire the ROW, and the agency is confident it can complete the acquisition by the end of this year.

The LRTA will then hand over the ROW to the LRT-1 concessionaire, Light Rail Manila Corp. (LRMC), which is tasked to design and build the extension.

Although nothing is final yet, Cabrera said it is likely that the cost of the LRT-1 Cavite Extension Project would change from the approved amount of P64.9 billion in 2014.

The project faced multiple delays during the pandemic, and may have to be redesigned if the alignment is revised.

The LRT-1 Cavite Extension Project will add 11.8 kilometers to the service line of the railway system.

In 2024, the LRMC opened the first leg of the project, extending the railway to Parañaque.

The second and third phases will establish stations in Las Piñas, Zapote and Bacoor, increasing the number of LRT-1 stops to 28 between Quezon City and Cavite.

The project is expected to increase the daily ridership of LRT-1 to around 800,000, as well as reduce travel time between Pasay and Cavite to 25 minutes.
