Executive Secretary Ralph Recto convenes key members of the Cabinet to discuss the government's massive cleanup drive to mitigate flooding ahead of the rainy season. Among the measures discussed is deployment of Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers to remove garbage, desilt heavily clogged waterways and restore water flow in drainage channels ahead of the peak rainy months.

MANILA, Philippines — Apart from Brigada Eskwela, the government will also tap beneficiaries of the TUPAD or Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers program to assist in a cleanup and de-clogging drive in Metro Manila in preparation for the rainy season, Executive Secretary Ralph Recto said yesterday.

Recto met with officials of the Department of Transportation (DOTr), Department of Public Works and Highways (DPWH), Metropolitan Manila Development Authority (MMDA) and Department of Labor and Employment (DOLE) to coordinate the cleanup drive aimed at reducing floods in the capital.

Present during the meeting at Malacañang were DOLE Secretary Francis Tolentino, MMDA Chairman Romando Artes and senior officials from the DOTr and DPWH.

One of the measures discussed was the deployment of TUPAD workers to help clear drainage systems, creeks, rivers and other waterways.

The initiative seeks to remove accumulated waste, desilt clogged waterways and restore the flow of water in drainage channels that contribute to recurring floods in the metropolis.

Presidential Communications Undersecretary Claire Castro said the government is ramping up the implementation of “Oplan Kontra Baha” in preparation for the rainy days.

Meanwhile, the Philippine National Police has beefed up the preparedness of PNP units to protect communities vulnerable to the effects of tropical cyclones.

In compliance with the directive of PNP chief Gen. Jose Melencio Nartatez Jr., police regional offices nationwide were activated on full disaster response status.

Police units have established their command posts and strengthened coordination with local disaster management offices to ensure a timely and organized response during weather disturbances.

Nartatez said police are on heightened readiness as disaster response is among their functions apart from maintaining peace and order.
