MANILA, Philippines — The Department of Justice (DOJ) on Wednesday, January 21, took custody of former Department of Public Works and Highways (DPWH) engineer Henry Alcantara, who had been under Senate arrest since 2025 during the flood control scam investigations. 

Senate President Tito Sotto had confirmed to reporters that the DOJ has officially requested Alcantara’s transfer from the Senate. 

Alcantara is to be included in the DOJ’s witness protection program. 

Sotto has approved Alcantara’s transfer, and the former DPWH engineer was escorted out of Senate custody clad in a bulletproof vest. 

As the former DPWH engineer for Bulacan First District, Alcantara had several bombshell allegations that implicated lawmakers in the multi-billion flood control kickback scheme. 

The former DPWH engineer’s testimony tagged Sens. Joel Villanueva and Jinggoy Estrada as beneficiaries of the scam.

Alcantara had also implicated former senator Bong Revilla in the corruption mess, with the latter now under arrest and in police custody.
