MANILA, Philippines —  The Senate ethics committee has approved for publication its rules so it can finally tackle nine pending complaints against senators, panel chair Sen. JV Ejercito said yesterday.

“The committee can soon discharge its functions, including the evaluation of complaints and conduct of hearings. We will proceed as soon as the rules are published,” he said.

He said he secured all members’ signatures to get the panel moving this Wednesday.

Based on information from the Committee Secretariat, the ethics rules will be published in a major newspaper today. 

Signatories are Ejercito, vice chair Kiko Pangilinan, members Erwin Tulfo and Risa Hontiveros and ex-officio members Senate President Pro Tempore Panfilo Lacson and Majority Leader Juan Miguel Zubiri.

The other regular members of the seven-member ethics panel are Senators Rodante Marcoleta, Bong Go and Imee Marcos.

They did not sign the published rules and all are members of the minority bloc.

“We have been awaiting the completion of the required six signatures since our last meeting in March and we thank our colleagues for their support,” Ejercito said.

The next ethics committee meeting will be held on April 28, when pending complaints will be reviewed for compliance with form and substance.

One of nine complaints filed was for “most absent” senator Ronald dela Rosa, accused of dereliction of duty for missing out on his Senate duties since November last year.

Ejercito himself is facing an ethics complaint for allegedly failing to act on the complaint filed against Sen. Francis Escudero, who is accused of conflict of interest for accepting campaign donations from a top flood control contractor in Sorsogon.

Ejercito has denied dragging his feet on the complaints filed against his own colleagues, saying the process must be followed, such as the adoption and publication of ethics rules.
