SEC clears way for ‘sukuk’ issuance in Philippines

MANILA, Philippines — The Securities and Exchange Commission (SEC) has issued comprehensive guidelines allowing the issuance of sukuk, marking a major step in opening the Philippine capital market to Islamic finance instruments. Under SEC Memorandum Circular No. 12, Series of 2026, the rules establish the regulatory framework governing the issuance, registration and disclosure of sukuk instruments.
