Sandigan told: Ex-DPWH exec borrowed license to secure P1.8B deals

MANILA, Philippines — Brice Hernandez, former Department of Public Works and Highways (DPWH) assistant district engineer in Bulacan, allegedly “borrowed” the license of a contractor to secure contracts worth around P1.8 billion, a state witness told the Sandiganbayan on Wednesday. Sally Santos, contractor and owner of SYMS Construction, made the revelation as she took the witness
