Samar town declared insurgency-free

TACLOBAN CITY— The municipality of Matuguinao in Samar, once considered among the province’s most insurgency-affected area, was formally declared under a Stable Internal Peace and Security Condition (SIPSC) on Monday, marking a major milestone in its decades-long journey from conflict to peace. The declaration, made during a ceremony at the municipal gymnasium, signified the town’s
