Former Department of Public Works and Highways (DPWH) NCR director Gerard Opulencia turned over P40 million to the Department of Justice (DOJ), reportedly linked to alleged irregularities in flood control projects.

MANILA, Philippines — Another engineer of the Department of Public Works and Highways (DPWH) has returned alleged flood control funds to the government.

Acting Justice Secretary Fredderick Vida identified the engineer as Gerard Opulencia, the former DPWH National Capital Region regional director now on floating status.

Opulencia yesterday turned over P40 million to the Department of Justice (DOJ), paving the way for his provisional admission into the Witness Protection Program.

“In the department’s further investigation, we found out that Opulencia’s testimony will be material in going after those who need to be held accountable. This has been studied by our panel of prosecutors and they found out that this will further strengthen our case,” he noted.

Vida said this is only the first tranche of money as Opulencia is set to return P110 million more.

“He declared this as proceeds of his earnings from various projects that he illegally obtained,” Vida said.

The amount, he added, is the agreed amount in the memorandum of agreement that Opulencia signed with the DOJ to be accepted as a state witness.

For his part, Prosecutor General Richard Anthony Fadullon noted Opulencia’s potential value to the government’s case build-up, saying the latter’s testimony involved what happened in Bulacan.
