Rappler speaks to fisheries expert Alice Joan Ferrer about how the 15-kilometer case affects more than 1 million small fishers in the Philippines

MANILA, Philippines — Who gets to fish 15 kilometers from the coastline? The law says this zone goes to subsistence fishers.

But recently, the courts — a regional trial court and the Supreme Court First Division — said otherwise, allowing a commercial operator to fish within municipal waters.
