Is the National Police Commission still relevant?

Reporter Jairo Bolledo speaks with newly appointed Napolcom vice chairperson and executive officer Rafael Vicente Calinisan to discuss the commission's relevance amid a pile of controversies surrounding the Philippine National Police

MANILA, Philippines – There is an entity above the Philippine National Police (PNP) that exercises administrative functions over it.

It is the National Police Commission (Napolcom), which not only oversees the PNP but also has the mandate to probe and handle administrative cases against erring cops.

In this episode of Rappler Talk, justice and police reporter Jairo Bolledo speaks with newly appointed Napolcom vice chairperson and executive officer Rafael Vicente Calinisan to discuss the commission’s relevance amid a pile of controversies surrounding the PNP.

The conversation also touches on the need to improve investigation mechanisms against erring police officers and personnel, and Calinisan’s plans to retain the cops’ trust and regain the public’s confidence.
