MANILA, Philippines – State witness and SYMS contractor Sally Santos said on Wednesday, April 8, that she had allegedly delivered around P1.72 billion to former Department of Public Works and Highways engineer Brice Hernandez for flood control projects.
Santos, during a Sandiganbayan hearing, alleged that Hernandez borrowed her contractor license to secure 42 projects from the government.
