The weather agency reported that the shear line will impact the eastern sections of southern Luzon and the Visayas, while the northeast monsoon would affect northern and central Luzon.

MANILA, Philippines — The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has issued weather warnings as the shear line and northeast monsoon are expected to bring scattered rains, thunderstorms and potential flash floods across the country.
The weather agency reported that the shear line will impact the eastern sections of southern Luzon and the Visayas, while the northeast monsoon would affect northern and central Luzon.
Regions such as Bicol, Quezon, Northern Samar and Eastern Samar will experience cloudy skies with scattered rains and isolated thunderstorms, posing a risk of flash floods and landslides due to moderate to heavy rainfall.
Meanwhile, the Dinagat Islands, Surigao del Sur and Surigao del Norte are forecasted to see similar weather conditions caused by the easterlies, with the same hazards.
In Metro Manila, Ilocos Region, the Cordillera Administrative Region, the Cagayan Valley and central Luzon, partly cloudy to cloudy skies with isolated light rains are expected, with minimal impacts.
The rest of the country will experience partly cloudy to cloudy conditions, with isolated rainshowers or thunderstorms, which could lead to flash floods or landslides in severe weather.
Coastal waters in eastern Visayas and Mindanao will be moderate to rough, with wave heights of 1.5 to 2.8 meters. The rest of the country will have slight to moderate coastal conditions, with wave heights ranging from 0.6 to 2.5 meters.
PAGASA advises the public to remain vigilant and be prepared for possible flash floods and landslides, particularly in areas most affected by the shear line and easterlies.
