MANILA, Philippines — The Quezon City council will conduct an inquiry into the now viral incident showing one of its members berating an enforcer of the Land Transportation Office (LTO) during the Iglesia ni Cristo (INC) protest on Wednesday.

In a statement, the city council said it acknowledges the concerns raised by the public over the actions of Councilor Ranulfo Ludovica, who was recorded on video confronting an LTO enforcer who was issuing traffic citations against illegally parked vehicles near the protest site.

“An impartial inquiry will be conducted to establish the facts and determine whether any actions taken were consistent with the standards of conduct expected of public officials,” the city council said.

While the city council recognizes the dedication of public officials in serving their constituents, including Ludovica, it emphasized that public servants “have the duty to raise legitimate concerns and demand accountability. Such responsibility must always be exercised with respect, professionalism and due regard for the rights of others.”

Ludovica has yet to give his side.

“We hope that this incident serves as an opportunity to reinforce the principles of ethical leadership, responsible public service and accountability,” the city council said.

Other videos of some INC protesters heckling the LTO enforcer circulated online.

The LTO appealed to the public to extend courtesy to its personnel who are “expected to carry out their duties at all times.”

The city government has revoked the INC’s rally permit, citing its impact on the general public and the violations committed by the protesters.
