MANILA, Philippines — Two American nationals were among 19 people killed in an armed encounter in Negros Occidental, a government task force said, as the incident drew calls for an independent investigation.
In a statement, the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) confirmed that the fatalities included two US citizens, identifying them as Lyle Prijoles and Kai Dana-Rene Sorem.
“The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) notes with serious concern the confirmation that a second American national was among those killed in the April 19, 2026 armed encounter,” the task force said over the weekend.
“This brings to two (2) the number of US citizens… who died in the same incident,” it added, describing all 19 fatalities as combatants belonging to the New People’s Army.
The encounter took place on April 19 in Toboso town, where more than 300 residents fled as gunfire erupted, according to the municipal disaster management office, Agence France-Presse reported.
Conflicting accounts
The Philippine Army said the clash was a “legitimate armed encounter, not a massacre,” citing the recovery of 24 firearms from the scene, the Philippine military said.
Army spokesperson Col. Louie Dema-ala also pushed back against claims circulating online that the casualties were civilians.
“Recent claims… deserve closer scrutiny rather than outright acceptance,” Dema-ala said in a separate statement, questioning why those killed were armed and firing at troops.
He added that troops adhered to international humanitarian law and that allegations should be examined through proper legal processes.
Rights probe underway
The Commission on Human Rights (CHR) has launched an independent probe into the incident, citing “grave concern” over the number of fatalities.
“Information from local human rights advocates prompted coordination with civil society organizations, local authorities and security forces,” the CHR said in a statement.
The commission also flagged inconsistencies in how the victims were being identified.
“While the Armed Forces of the Philippines maintains that the casualties were members of an armed group, other organizations assert that some victims… were civilians engaged in community work,” it said.
Human rights group Karapatan similarly questioned the military’s account, saying the “sheer number of those killed triggers significant questions” about the conduct of operations.
Former lawmaker Leila de Lima also called for an investigation, citing reports that a student and a community journalist were among those killed.
Foreign nationals' presence
The presence of two American nationals in the encounter has added another layer of scrutiny.
The NTF-ELCAC said the development pointed to what it described as a “disturbing convergence” of foreign nationals in active conflict zones.
“These facts point to a disturbing convergence: Foreign nationals in a live combat setting, where the risks are immediate and the consequences irreversible,” the task force said.
The US Embassy did not immediately respond to requests for comment.
The Philippine military earlier told AFP it had been engaging “remnants” of the NPA in the area, which it described as one of the more active guerrilla fronts in the central Philippines. — with reports from Agence France Presse and Philippine News Agency
