CAMP OLIVAS, City of San Fernando, Pampanga — The Police Regional Office in Central Luzon (PRO-3) conducted a surprise drug test for all its personnel on Tuesday as part of the intensified drive to uphold integrity within the ranks in line with the accountability and modernization pillar of Philippine National Police (PNP) chief Gen. Nicolas Torre III.
PRO-3 director BGen. Rogelio Peñones Jr. said that regular unannounced drug testing is being implemented and that no one is exempted, not even senior officers.

“This is part of our ongoing internal cleansing. We want the public to trust us — that the police are not just enforcers of the law, but also disciplined and drug-free professionals,” he said.
“This initiative reflects PRO-3’s broader campaign to instill discipline, promote transparency, and ensure that every police officer is drug-free and fully committed to ethical service.”

Peñones also underscored that continuous monitoring and strict enforcement of anti-drug policies will be maintained across all units to keep the organization clean.
“Internal cleansing must be consistent and relentless. Only then can we truly say we are worthy of the people’s trust,” he added.
The effort demonstrates PRO-3’s commitment to the PNP chief’s three leadership pillars — Swift and Responsive Public Service, Unity and Morale Within the Ranks, and Accountability and Modernization — by reinforcing the integrity of every police officer on the ground.
