MANILA, Philippines — President Marcos yesterday inspected the progress of “Oplan Kontra Baha” in Bacolod, Negtros Occidental, which was launched early this month by the city government.
The initiative involves clearing of waterways and cleanup operations to mitigate flooding during heavy rain.
Marcos, along with Department of Public Works and Highways Secretary Vince Dizon, inspected ongoing clearing operations at the Mambuloc Creek in Barangay 2.
The project aims to reduce flooding through dredging and removal of waste and obstacles.
The initiative is being implemented simultaneously at the Banago, Maupay, Tangub and Pahanocoy creeks as well as in the Lupit, Magsungay, Mandalagan and Sum-ag rivers, and along Circumferential Road.
Citing scientific estimates, Marcos said restoring the full capacity of waterways and drainage systems could reduce flooding by around 60 percent.
In Bacolod, the program targets to clean 170 kilometers of rivers, creeks and canals or esteros as well as 138 kms of drainage systems.
In November, Marcos launched the “Oplan Kontra Baha” in Metro Manila and Metro Cebu.

Clearing and cleanup operations will run until June.
Marcos also inspected the Banago port improvement project.
He said the Banago port woud be the standard design for all terminals and ports around the country.
Marcos was joined by acting Transportation Secretary Giovanni Lopez and Philippine Ports Authority general manager Jay Daniel Santiago during the inspection.
The improved Banago port will increase passenger capacity from 50 to 500 per day, Marcos said.
