Iloilo Global City, a multibillion local project aimed at developing urban centers, and 13 other projects were added to the Public-Private Partnership (PPP) Center’s project pipeline, which now totals ₱2.64 trillion.     

Documents shared by the PPP Center with reporters on Wednesday, April 16, revealed that about ₱40 billion, or nearly two percent, was the recorded increase in the cumulative amount of proposed projects in the PPP pipeline. It stood at ₱2.6 trillion last month.  

Proposed by Iloilo Global City Corporation (IGCC), the global city project amounted to ₱18.3 billion, nearly 46 percent of the total increase. According to the PPP Center, the project is now under evaluation by the Iloilo City government, which serves as the project’s implementing agency (IA).

As per the proponent, the global city project aims to create new areas for living, working, and leisure all in one place, making everything easily accessible and convenient for everyone.

“The overall development intent of the city side is to establish new growth centers, where everyone can have the live, work, and play lifestyle, with everything within easy and convenient reach,” IGCC said. 
Aside from the Iloilo Global City Project, 10 other local projects were added, including the ₱3-billion Solar Power Garden Project, ₱3-billion expansions of El Nido Port Integrated Terminal Exchange (ENPITeX) and Buliluyan Port Integrated Terminal Exchange (BPITEX). Other Palawan projects include the ₱100-million development of Dumaran Mangrove Forest River Cruise, and ₱100-million development of farm tourism sites: Provincial Tourism and Agricultural Development Center (PTADC).   

Also included in the list were the ₱580-million Sandoval Airport Development Project, the ₱17-million Tagbilaran City Dialysis Center and the ₱15-million Calauit Safari Park Improvement Project. 

Three national projects, amounting to ₱13.6 billion, accounted for nearly 34 percent of the total increase. These include the ₱5.3-billion Subic International Airport Project, the ₱4.3-billion Philippine Coast Guard Maritime Modernization Program, and the ₱4-billion Last Mile Schools Green Energy and Connectivity Project.

Projects were added based on IA-endorsed unsolicited proposals, IA-submitted PPP project lists, and updates from the PPP Center's engagement with agencies.

Meanwhile, only one project was removed from the pipeline, costing ₱3.6 billion. 

Since the reasons were not disclosed, possible reasons for the project’s removal may include the IA rejecting unsolicited proposals after evaluation, proponents failing to negotiate their unsolicited proposals or changes in the projects’ implementation modes.

Other projects removed from the pipeline were the ₱2.54-billion USWAG Condominium Complex Project and the ₱2.1-billion Bacolod Super City Project. These projects are now reflected in the PPPC database of projects under implementation.
