MANILA, Philippines — The Public-Private Partnership (PPP) Center has announced the appointment of Rizza Blanco-Latorre as its new executive director.

In a social media post, the PPP Center said Blanco-Latorre formally assumed the post after she took her oath of office before Department of Economy, Planning and Development Secretary Arsenio Balisacan on Dec. 11, at the DEPDev Main Office.

Blanco-Latorre succeeds Cynthia Hernandez who led the PPP Center since 2022.

“The executive director is a presidential appointee who serves at the pleasure of the President. A new appointment has been made, resulting in a change of leadership,” the PPP Center said in a statement to The STAR.

The new PPP Center head is stepping into the role with nearly three decades of expertise in strategy management, business transformation and financial disciplines, including tax compliance, accounting, financial reporting, planning, budgeting and financial management.

Blanco-Latorre previously held key positions, including head of strategy management office and business transformation office at Metro Pacific Tollways Corp. (MPTC).

She also worked at MPTC’s parent firm Metro Pacific Investments Corp. as head of the tax and accounting section.

In the insurance sector, she previously served as head of the tax compliance section at AIA Philippines.

At present, Latorre teaches at the Asia Pacific College and Enderun Colleges, mentoring aspiring entrepreneurs and business leaders and professionals. Previously, she was a faculty member at the Far Eastern University and the Pamantasan ng Lungsod ng Maynila.
