GENERAL SANTOS CITY — Concerns over electricity reliability, rising costs and governance challenges dominated a high-level meeting convened to address power service issues in parts of Mindanao.

The Bantay Kuryente Movement joined a special session organized by the Regional Development Council XII Infrastructure and Utilities Development Committee to tackle problems affecting areas served by South Cotabato II Electric Cooperative (SOCOTECO II).

The March 17 meeting followed an earlier presentation of a position paper outlining operational, financial, and governance concerns. During the session, the group reiterated these issues, warning that they continue to affect the quality, reliability, and affordability of electricity services in General Santos, Sarangani, and parts of South Cotabato.

Officials stressed the broader impact of power challenges on regional growth, noting that electricity supply and rates play a crucial role in economic competitiveness in SOCCSKSARGEN.

The committee also provided a platform for stakeholders—including government agencies, the private sector, and local officials—to clarify issues and explore solutions.

While it was emphasized that SOCOTECO II is not considered an “ailing cooperative” based on recent performance, regulators acknowledged ongoing concerns such as power instability and a high system loss rate, which remains above the standard threshold.

Discussions also touched on the delayed approval of the cooperative’s P2.7-billion capital expenditure program, which regulators said would be acted upon by the third quarter to allow infrastructure upgrades.

Governance concerns, including possible privatization, were likewise raised, with stakeholders agreeing to first conduct a comprehensive audit before pursuing any major structural changes.

Another meeting is expected to be scheduled to provide updates and monitor progress on proposed solutions.
