MANILA, Philippines — The Philippine National Police is on alert for possible demonstrations as the International Criminal Court begins hearings on former president Rodrigo Duterte.
In a statement Sunday, February 22, PNP Chief Jose Melencio Nartatez Jr. said police are monitoring possible mass gatherings nationwide as the confirmation of charges hearing begins in The Hague.
"Our security measures are in place and it is intended to ensure the peaceful conduct of any activity in public places. Regardless of the affiliation of the groups, our personnel will be there to protect their rights and maintain peace and order," Nartatez said.
With both supporters and critics expected to hold activities, Nartatez said he ordered regional units to pre-position Civil Disturbance Management teams and keep medical emergency responders on standby.
He added that maximum tolerance will be observed in case there is a confrontation.
“Maximum tolerance will be strictly observed, but the law will be upheld. Our personnel are instructed to remain professional and avoid any confrontation,” he said.
“Huwag po sana tayong magpadala sa emosyon na maaring maging dahilan ng sakitan at paglabag sa batas. Let us not bring the conflict to our streets. Ang PNP ay walang kinikilingan, tayo ay para sa kapayapaan at seguridad ng bawat Pilipino,” he added.

The confirmation of charges hearing will run from February 23 to 27 after a panel of medical experts found Duterte fit to participate in the pre-trial proceedings.
However, he will not attend in person. The Pre-Trial Chamber granted his request to waive his appearance.
