MANILA, Philippines — Most Filipinos agree that Sen. Ronald dela Rosa should be held accountable for drug war killings during his time as chief of the Philippine National Police, a Social Weather Stations (SWS) survey showed.
Conducted in November 2025 amid reports of an International Criminal Court (ICC) arrest warrant for Dela Rosa, the poll found that 53 percent of respondents agreed that Dela Rosa should be held accountable for the killings.
Twenty-one percent of them disagreed, while 20 percent were undecided. Five percent of respondents do not know enough to give an opinion.
Dela Rosa should be detained by the ICC if the court issues an arrest warrant, 44 percent of respondents said.
Thirty-four percent of them disagreed, while 19 percent were undecided. Four percent of respondents did not have an opinion.
Meanwhile, 47 percent of respondents believe the ICC will conduct a fair trial against Duterte.
Twenty-four percent of them had little confidence, while 29 percent were undecided.
As for Duterte’s capacity to stand trial, 69 percent of respondents said claims that his mental capacity has declined can only be determined if the trial proceeds.
Thirty-one percent believed that the claim was just an excuse to avoid trial.
Duterte’s confirmation hearings will be held this week in The Hague.
He was allowed to skip proceedings and remain in the detention facility.
Survey results were released as part of the 2026 SWS Survey Review.
