Doesn't honest, transparent, and efficient management of city affairs translate to better social services?

MANILA, Philippines – It’s Team Giting vs Team Kaya in Pasig City, whose reelectionist Mayor Vico Sotto is being challenged by a businesswoman, whose business operations were once called out by city hall.

In his first two terms, Sotto cleaned up city hall of rigged biddings, got rid of politicking in service delivery, and saved billions of pesos in the annual budgets. Pasig under him has been recognized as a model among other local governments in the Philippines and by institutions abroad.

Yet the camp of his rival, Sarah Discaya, is raising questions about his focus on good governance — as if honest, transparent, and efficient management of city affairs doesn’t translate to better social services.
