DAVAO CITY, Philippines – Davao City 1st District Representative Paolo “Pulong” Duterte is winning his congressional race, successfully defending his post against rival PBA representative Margarita “Migs” Nograles Almario.

This is Duterte’s third and final term in Congress.

This is based on partial unofficial results sourced from the Comelec Media Server as of 10:38 pm on Monday, May 12, with 188,330 votes. This constitutes 18.71% of votes cast. Nograles got 45,501 votes (4.52%).

After serving as barangay chairperson and Davao City vice mayor, Duterte was elected district representative in 2019 via a landslide victory. He won again in 2022 against prominent development worker Mags Maglana, whom he defeated anew in the 2025 race.

Migs Nograles became a lawyer in 2019, and then sat as PBA representative in 2022.

The 2025 midterm election was important for the Duterte family because it tests their dynasty’s grip on their own bailiwick.

Their patriarch former president Rodrigo Duterte is already likely to win despite being detained in The Hague, Netherlands over his crime against humanity case in the International Criminal Court. The family’s other source of influence, Vice President Sara Duterte, however, faces an impending impeachment trial.

In the 1st district, Paolo was able to run and win after Karlo Nograles‘ three-year term because the district was originally a turf of the Nograleses. The Dutertes and Nograleses have been political rivals, but they mended ties when the older Duterte won as president and he appointed Karlo to several government posts.

For 2025, Karlo faced his former principal in the mayoralty race but is likely to be defeated. Meanwhile, his sister Migs sought to reclaim their standing in the district, which the Dutertes took a hold of only in 2019.

Paolo’s looming victory also means that his sister Sara will remain to have a fraction of support in the House of Representatives headed by the President’s cousin, Speaker Martin Romualdez. – Rappler.com
