MANILA, Philippines — The total revenues of the Philippine Amusement and Gaming Corp. (PAGCOR) slipped by five percent to P106.04 billion in 2025 from P111.72 billion a year ago as earnings from land-based casinos decreased and offshore gaming was no longer in the revenue mix.

In a statement, PAGCOR said its revenues amounted to P95.15 billion last year, slightly lower than the P97.53 billion recorded in 2024, while other revenue streams such as interest earnings, income and service fees contributed an additional P10.88 billion.

More than half or P53 billion of PAGCOR’s gaming revenues came from electronic and online gaming activities, including eGames, eBingo and bingo grantees. Revenues from these segments rose by 9.3 percent year-on-year, helping cushion the decline in traditional gaming operations.

PAGCOR chairman and CEO Alejandro Tengco said revenues from their casinos declined by 18 percent to P10.38 billion, while earnings from licensed casinos inched down by 4.9 percent to P31.44 billion year on year.

“The decline in revenues from land-based casinos is largely driven by the gradual change in player behavior, with more customers opting for digital and online gaming platforms,” Tengco said.

“This shift underscores the need for regulators to keep pace with how players engage with online gaming products,” he added.

The year-on-year decline in total gaming revenues was also influenced by the offshore gaming ban, as the segment contributed nearly P3 billion in 2024 but was no longer part of PAGCOR’s revenue mix in 2025.

Despite lower total revenues, PAGCOR grew its net income by 4.2 percent to P17.47 billion last year from P16.77 billion in 2024.

Total contributions to nation-building reached P66.95 billion in 2025, slightly lower than the P68.21 billion recorded in 2024.

Of this amount, P45.19 billion went to the national treasury as the government’s 50 percent share, which included the P60 million annual contribution to the Dangerous Drugs Board.

PAGCOR also remitted P4.76 billion in franchise taxes and P907 million in corporate income taxes to the Bureau of Internal Revenue.

The Philippine Sports Commission received P2.26 billion, while P95.08 million was allocated as cash incentives for athletes and coaches who won in international competitions.

Socio-civic programs, including those under the Office of the President, were allocated P12.77 billion. Other mandated beneficiaries included cities hosting Casino Filipino branches, which received P678.10 million, the Board of Claims under the Department of Justice with P123.98 million and the Renewable Energy Trust Fund with P169.89 million.

Tengco said that PAGCOR has responded to the challenge by strengthening its regulatory framework for online gaming to ensure player protection and responsible gaming practices.
