MANILA, Philippines — The Philippine Amusement and Gaming Corp. (PAGCOR) has approved the implementation of a monthly fee for accredited gaming system administrators (GSAs), a move aimed at addressing gaps in the current fee structure.

To promote fairness and fiscal responsibility in the gaming industry, the gaming regulator described the introduction of the monthly guaranteed fee (MGF) as a measure to ensure equitable and consistent revenue contributions from accredited gaming operators.

“GSAs granted new accreditation shall be afforded a six-month period from the date of approval to commence operations. Upon lapse of this period, the MGF shall be imposed regardless of operational status,” PAGCOR said.

GSAs operating electronic casino games with a minimum gross gaming revenue of P30 million will be required to pay P9 million as the first tranche, covering the period from April 1 to Sept. 30.

In the same period, GSAs without electronic casino games will be required to remit P3 million, provided they meet the P15 million minimum gross gaming revenue threshold per month.

The arrangement will be subject to review by the Electronic Gaming Licensing Department (EGLD) following the expiration of the initial six-month period.

Starting Oct. 1, gaming administrators with electronic casino games posting at least P35 million in monthly gross gaming revenue will be charged a P10.5 million fee, while those without electronic casino games earning P20 million monthly will be required to pay P4 million.

PAGCOR said any gaming system administrator found to be offering electronic casino games without prior declaration and approval from the EGLD may face administrative sanctions, including the possible suspension or revocation of its accreditation.

“The introduction of an MGF per month is a timely and necessary reform that will ensure all accredited GSA contribute equitably to national revenue, promote active and transparent operations and reinforce the government’s commitment to a sustainable, accountable and integrity-driven gaming industry,” it said.

PAGCOR stated that GSAs with accreditations but no notice to commence operations have two months to start operations or face the MGF. Those receiving the notice mid-month will be charged a pro-rated MGF for that period.

“Failure to meet the prescribed minimum gross gaming revenue for five cumulative months shall trigger the issuance of a final warning and a comprehensive evaluation of the GSA’s continued suitability for accreditation,” it said
