MANILA, Philippines — At least 200 members of the House of Representatives — nearly twice the threshold needed — will vote to impeach Vice President Sara Duterte when the chamber takes up the complaint on Monday, two lawmakers said Thursday, May 7.  

Rep. Jude Acidre (Tingog) told reporters the count had climbed steadily as the House justice panel wrapped up its clarificatory hearings, and that he expected the final tally to match or exceed last year's vote.

"Based on our monitoring, I think we're going to hit the majority number," Acidre said. "We're hoping the result would be as much as or even higher than the impeachment last time. We're hoping that at least 200 or 215, that's really the goal."

"As of now, I can confidently say it will be above 180," he added, referring to earlier vote estimates from House leaders.

Rep. Terry Ridon (Bicol Saro), a member of the House justice committee, separately put the count higher and told reporters that there are assuredly 215 votes. This matches the figure that impeached Duterte in February 2025.

Only 106 votes, or one-third of the 318-member House, are needed to send the articles of impeachment to the Senate for trial.

Unlike the first impeachment, which utilized the 'one-third signature' rule to be sent straight to the Senate, the current proceedings had undergone a full committee review, including at least four hearings that the vice president decided to skip.

Monday's vote will be the second time in just over a year that the House moves to impeach Duterte. The first complaint, signed by 215 lawmakers on Feb. 5, 2025, was struck down by the Supreme Court, which ruled the proceedings violated the one-year ban on successive impeachment attempts. The court dismissed the government's motion for reconsideration with finality in January.

The most recent complaint cleared the justice panel on April 29, when the panel voted 53-0 to find probable cause, and again on May 4, when 55 members unanimously approved the committee report and consolidated articles of impeachment.

The articles charge Duterte with betrayal of public trust, culpable violation of the Constitution, graft and corruption, and other high crimes. They cite the alleged misuse of at least P500 million in confidential funds at the Office of the Vice President and P112.5 million at the Department of Education, unexplained wealth and discrepancies in her Statements of Assets, Liabilities and Net Worth, and an alleged plot to assassinate President Ferdinand Marcos Jr., First Lady Liza Araneta-Marcos and former Speaker Martin Romualdez.

If at least 106 House members vote in favor on Monday, the articles will be transmitted to the Senate, which will convene as an impeachment court.
