Sen. Bato Dela Rosa appeared for the second time in the Senate after months of non-attendance since November due to a warrant of the International Criminal Court.

MANILA, Philippines — Sen. Bato Dela Rosa has no recent records of traveling outside the country, the Bureau of Immigration (BI) said.

In a message to Philstar.com on Sunday, May 24, Immigration Spokesperson Dana Sandoval said that the senator has no record of travel within the bureau’s records.

“No recent record of travel with BI,” Sandoval said in a message to Philstar.com.

On May 15, Justice Secretary Frederick Vida said that there is an Immigration Lookout Bulletin Order (ILBO) against Dela Rosa.

Unlike a hold departure order (HDO), an ILBO does not prohibit an individual from leaving the country. However, it notifies law enforcement agencies of the movement of an individual if he leaves the country.

Unconfirmed reports circulated that Dela Rosa has fled to New York City. He was allegedly taken care of by a group supportive of Vice President Sara Duterte.

Vida announced on May 21 that law enforcement agencies are ordered to arrest Dela Rosa, as the Supreme Court did not issue a temporary restraining order on the implementation of the International Criminal Court (ICC) warrant against him.

The National Bureau of Investigation (NBI) also declared him armed and dangerous, which his lawyer, Israelito Torreon, denied.

Dela Rosa is currently hiding after slipping out of the Senate building on May 14. This is due to his alleged liability for crimes against humanity of murder during the drug war under detained former president Rodrigo Duterte. Due to this, the ICC is seeking his arrest.

Department of Justice Spokesperson Polo Martinez, on May 21, also revealed that the government has applied for an Interpol Red Notice against Dela Rosa.
