MANILA, Philippines — Minors aged 18 and below will be prohibited from staying on the streets of Metro Manila starting at 10 p.m., Interior Secretary Jonvic Remulla said Monday, April 6.

At a press briefing, Remulla said minors found outside without a valid reason after the curfew hour will be apprehended by authorities.

"Kapag hindi nag-aaral o nagta-trabaho, proof of employment or education na nag-aaral sa oras na 'yon na pauwi kayo, bawal na kayo sa kalye after 10 p.m.," Remulla said.

(If you are not studying or working—and cannot provide proof that you are heading home from school or work—you are prohibited from being on the streets after 10 p.m.)

Part of safety plan. The curfew is part of the Department of the Interior and Local Government and Philippine National Police’s "Safer Metro Manila Plan," which aims to improve safety in urban areas.

Authorities said enforcement will be intensified through increased patrols, particularly in high-traffic nightlife districts.

Other restrictions, exceptions

Remulla said drinking and gambling in public spaces will also be prohibited from 10 p.m. onward.

Exceptions may be granted during fiestas or events with barangay permits.

"Bibigyan natin ng exception kung fiesta, may barangay permit nagkakasayahan doon," he said. (We will provide exceptions if there is a fiesta and a barangay permit for the celebration.)

The Interior chief also discouraged men from going shirtless in public, urging residents to wear at least an undershirt when outside.

"Kapag kayo ay walang suot na t-shirt at nakahubad palakad-lakad, kahit gaano kainit mag sando man lang kayo. Bawal na po yan," Remulla said. (If you are walking around shirtless, please wear at least a tank top, no matter how hot it is. That is not allowed.)
