NBI confirms Sarah Discaya, other DPWH officials’ surrender

MANILA, Philippines — The National Bureau of Investigation (NBI) on Wednesday confirmed that controversial contractor Sarah Discaya voluntarily surrendered to the agency on Dec. 9 before any arrest warrant was issued against her.
