MANILA, Philippines — Acting Philippine National Police (PNP) Chief Lieutenant General Jose Melencio Nartatez Jr. has ordered unit commanders and heads of offices to intensify supervision of their personnel following a shooting incident in Negros Oriental.
In a statement on Sunday, January 11, Nartatez said that officers and commanders should supervise their personnel in “upholding discipline and professionalism” and are also expected to “enforce close supervision and act decisively on any misconduct of their men.”
“Command responsibility applies at all levels, and failure to enforce standards will be dealt with in accordance with the law,” Nartatez said.
The statement came after a shooting incident in Sibulan, Negros Oriental, that left a civilian and three police officers dead.
The violence occurred on the night of January 8, when PSSg. Bonifacio Saycon allegedly shot and killed a woman inside a bar before opening fire on three police officers in a vehicle as they were leaving.
Early findings indicate that all four officers, including the Sibulan Municipal Police Chief, who was among those killed, had been inside the establishment together before the shooting occurred.
In response to the incident, Nartatez ordered the Police Regional Office in the Negros Island Region to conduct a comprehensive investigation into all possible motives and circumstances.
“While the involved policeman is already under police custody, I have directed the authorities to investigate the case thoroughly and ensure that there will be no cover-ups,” Nartatez said.
Nartatez further vowed to pursue “airtight” criminal and administrative cases against Saycon.
He emphasized that the goal is not only the suspect’s dishonorable dismissal from the service but also his swift imprisonment.
