MANILA, Philippines — The National Police Commission (Napolcom) is set to file criminal complaints against vlogger Normal Mangusin, popularly known as "Francis Leo Marcos," over his alleged mockery of the police uniform.

In a statement on Wednesday, February 11, Napolcom Commissioner Ralph Calinisan said that the commission will "initiate criminal charges" against Mangusin.

"We previously made a stern warning that the police uniform is not, and will never be, used as a costume. It will never be disrespected," Calinisan said.

"Mangusin chose to ignore that warning. He chose to make a mockery of the police uniform," he added.

Calinisan also said that he directed Napolcom's Legal Affairs Service and Inspection Monitoring and Investigation Service to coordinate with the Philippine National Police (PNP) to file the appropriate charges.

"Ayaw na sana namin patulan ito, but you gave us no choice. Do not use the PNP uniform for clout. You will surely pay for it," Calinisan said.

Meanwhile, PNP spokesperson Brigadier General Randulf Tuaño, in a briefing on Wednesday, said the PNP is investigating the alleged mockery of the uniform done by Mangusin.

"Posibleng violation po niya ay Revised Penal Code, Article 179. Ito po ay ang illegal use of uniforms and insignias," Tuaño said.

According to reports, another vlogger, Friends of Food Genius, posted the photo of Mangusin on their social media account on Monday, claiming Police Regional Office Cagayan Valley Director Brigadier General Antonio Marallag Jr. let Mangusin borrow his uniform.

However, Mangusin denied wearing a police uniform in a Tuesday video, dismissing the viral photo as digitally edited.
