MANILA, Philippines — The Metropolitan Manila Development Authority (MMDA) is seeking to impose a fine on the contractor of the EDSA Rehabilitation Program over the traffic disruption along EDSA from Guadalupe to Shaw Boulevard on Sunday, August 23.

In a statement on Monday, August 24, the MMDA said it is already coordinating with the Department of Public Works and Highways (DPWH) to fine the contractor for allegedly failing to deploy flagmen in the area to manage traffic.

The contractor could face a P50,000 fine over the violation, according to the agency.

The traffic jam reportedly occurred during asphalt paving works in the area.

Several sections of EDSA—a major thoroughfare that spans several cities in Metro Manila—have been undergoing rehabilitation and repair, while potholes emerged in newly rehabilitated portions following weeks of incessant heavy rains brought by the southwest monsoon or habagat.

The potholes formed after rainwater accumulated on the roads, according to the DPWH's initial assessment.

Public Works Secretary Vince Dizon ordered the contractor to immediately repair the potholes at no cost to the government.

Sen. Ping Lacson earlier called out the potholes on the newly repaired portions of EDSA and filed a resolution seeking a Senate inquiry into the rehabilitation project.

The contract for Phase 1 of the EDSA Rehabilitation Program was awarded to Readycon Trading and Construction Corp. for P1.18 billion. The project covered Roxas Boulevard to Orense Street and was completed in April 2026.

Phase 2 was also awarded to Readycon in a joint venture with Dumduma Construction and Trading Corp. for P4 billion. It covers Orense Street to Monumento.
